The UK and US have announced a key commercial pact that will preserve no duties on British drug exports going into the US market.

Key Provisions of the Deal

As part of the deal, the UK has committed to boost expenditure on drugs through the National Health Service (NHS). This move secures that import taxes on these key products will be held at zero for a duration of 36 months.

This development is in response to earlier statements to dramatically increase duties on patented pharmaceutical products, with increases discussed reaching 100%.

"This arrangement between the UK reinforces the worldwide climate for cutting-edge drugs and introduces long-overdue fairness to American-British drug exports," a statement noted.

Trade Importance

Pharmaceuticals constitute one of the UK's largest exports to the US, which is easily the biggest market for major companies like GSK and AstraZeneca.

Statistics reveal that in the 12 months leading up to the third quarter, the UK shipped pharmaceutical products worth billions to the US. This figure made up a significant portion of all goods exports in that period.

"This guarantee secures work, boosts capital expenditure and facilitates the UK to become a international leader for life sciences," a minister stated.

Key UK Commitments

The pact involves several specific pledges from the British government:

  • Revised Affordability Limit: The UK will raise the affordability limit at which it considers new medicines to be too expensive by a quarter.
  • Boosted Medicine Funding: There is a target to raise overall NHS spending on medicines from 0.3 percent of Gross Domestic Product to 0.6% over the next decade.
  • Refund Ceiling: The sum drug companies must pay back to the NHS to prevent overspending will be restricted at fifteen percent. Previously, refunds exceeded 20%.

Broader Context

The deal takes place against a protracted tension between the sector and the British authorities over drug pricing and regulatory access.

The disagreement were heightened by assertions that US customers were charged several times more for the equivalent treatments than patients in the UK and Europe.

Over the last 18 months, several major pharmaceutical investments in the UK have been halted or abandoned, while substantial funding commitments have been announced toward US facilities.

A senior figure acknowledged that the NHS had to invest a greater share on medicines, noting that its expenditure on drugs had decreased as a proportion of its total funding over the past decade.
